chore 📦: Update Gitleaks configuration and README

Add `--config-path .gitleaks.toml` to pr-check.yaml and create a new `.gitleaks.toml` file with allowlist and rules for security scanning. Rename 'API utilities' to 'Utilities' in the README.md table.
